02 · Who we are & How we work
Close to users since 1997.
DSA Monitor is an initiative of the Austrian Institute for Applied Telecommunications (OIAT). As a non-profit organisation, OIAT promotes the competent, safe and responsible use of digital media. Since 1997 we have been helping people and organisations take advantage of the benefits of the digital world.
Through our initiatives such as Saferinternet.at (opens in new tab), Watchlist Internet (opens in new tab), Internet Ombudsstelle (opens in new tab) and digitale Senior:innen (opens in new tab), we are in close contact with the people affected by digital risks. This first-hand insight is the foundation of our work.
From user complaints to platform reports.
OIAT acts as a certified DSA Trusted Flagger, with privileged reporting channels to the platforms regulated under the DSA. When we identify illegal or harmful content, platforms are obliged to treat our reports as a priority.
This role provides us with a realistic insight into the current practices of the platforms and the challenges and risks involved.
Turning platform behaviour into usable evidence.

Investigate
We research how platforms regulated by the DSA handle issues such as disinformation or opaque recommender systems - turning well-known but hard-to-grasp problems into documented, evidence-based findings.

Translate
We translate our findings into the specific obligations of the DSA and prepare them for enforcement authorities, researchers, platforms and advocacy bodies.

Support
We equip fellow Trusted Flaggers and civil-society organisations with practical resources: tools, templates and curated resources to make their day-to-day work easier and more effective.
The DSA only works if someone is watching.
The Digital Services Act requires very large online platforms and search engines to assess and mitigate systemic risks. However, effective enforcement and policy advocacy depend on independent evidence of the actions of these platforms. DSA Monitor converts front-line signals into evidence-based knowledge that regulators, advocacy bodies and researchers can use to take action.
